How does RIVERS work?
The RIVERS system was developed in 1996-7 after the Recall and Initiative Act was passed in 1995. The system has been successfully used several times in previous initiatives and recalls; it is well tested.
In brief, the system runs automated matching routines to match petition line data (name and address) with voter records from the Electoral Information System (EIS).  Each petition sheet is data entered before any matching takes place. Each petition sheet is also scanned as an image, so it can be displayed in RIVERS and provide the operator with a visual reference to assist in determining possible matches to avoid repeated handling of the petition sheets.
Exact matches are automatically accepted, called Results Set 1 (RS1), partial matches (aka RS2) or non matches (aka RS3) are displayed to an operator for a decision. Â Â For RS2 and RS3, the operator may see if they can find the record in EIS before making a decision.
Further explanation of the processes will be given in the briefing prior to verification beginning.
Are we counting on June 30?
No. Depending on when the petition is received and the time remaining in the day, we will be preparing the petition for processing. If time allows, we may select the sample set of petition sheets to be used for Signatory Verification on June 30, otherwise we will select them next day. Signatory verification is conducted by BCStats via survey. Petition sheet mark up and manual count of the sample set will be done on July 1 in preparation for scanning and data entry. We will not be conducting canvasser validation or RIVERS processing of the sample set until July 3.
Observers must sign in and out at reception every day, they will also receive an Observer badge to wear. They will be escorted to the verification room(s).
Only observers in whose names have been provided by Fight HST will be allowed access.
